Course Description

The Licence Controller Qualification (LCQ) is a mandatory qualification for anyone wishing to apply for a Manager's Certificate in New Zealand.

This one-day programme provides the knowledge and understanding required to meet the legal responsibilities of supervising the sale and supply of alcohol in licensed premises. Delivered by an NZQA-accredited provider, the programme covers the two unit standards that make up the official Licence Controller Qualification.

Successful completion enables you to apply for your Manager's Certificate through your local council.

What you'll learn

During this programme, you'll gain a comprehensive understanding of the legal and practical responsibilities involved in managing licensed premises.

The course covers the two NZQA Unit Standards that make up the official Licence Controller Qualification:

• Unit Standard 4646 – Demonstrate knowledge of the Sale and Supply of Alcohol Act and its implications for the operation of licensed premises.
• Unit Standard 16705 – Demonstrate knowledge of host responsibility requirements as a Duty Manager of licensed premises.

Important Information

Participants must have a reasonable understanding of the English language and be able to understand complex terminology. This programme covers New Zealand legislation in detail and requires a strong level of reading, comprehension, and communication.

Once your enrolment has been confirmed and payment has been received in full, you'll be emailed the course workbook. This workbook must be read before attending the programme, and participants are required to attend the full day on campus to be eligible for assessment.

When registering, please ensure your name is entered exactly as it appears on your identification (passport or birth certificate), as this is the name that will appear on your qualification.

After registering, please email a copy of your passport or birth certificate to professionalprogrammes@wintec.ac.nz.

Please note: If we have not received your identification before the course, you will not be able to complete the assessment.

A Digital LCQ Certificate is now an option

To reduce postal delays, participants can choose to receive a digital LCQ Certificate instead of a printed copy.

The digital certificate is supplied as a secure, printable PDF and includes a unique identifier that allows District Licensing Committees to verify its authenticity through ServiceIQ.

You can select the digital certificate option when completing your course registration.

Following successful completion of the programme, your results will be reported to NZQA and ServiceIQ. Once this process is complete, your certificate will be issued.
